Item is new, but it has been out in the weather. Item does show some rust on the bolts on the bottom of the valve, it is not heavy rust- just some slight rust of the bolts. Some dirt is also evident. The installation, Operation & maintenance manual is included with most of the valves we have available.
I believe the valves are made of rubber & plastic/PVC. They all have the clear protective cap.
