I can not honestly say how the intended end use is for this, if you know for sure, please share and we will pass that along, but I have never used these, so not sure to what or how they are supposed to attach.
If it is of any help, Part Number on these are CC080490. Almost seems as if the hooks are made to hook onto the underside of the metro shelving and came in with other metro shelving products.
