This is a bag of 11 new wire wheel brushes. The photo is not quite exact, as the center looks like copper in the photo, but the actual item center looks like brass. These are probably Osborn 11010 brushes, as they were in a container of several hundred other Osborn brushes, and these match the description of the 11010.
