This item is made from 304 Stainless Steel in heavier 24 gauge for corrosion resistance and long life. These are typically found elsewhere in thinner 28 gauge, or even 30 gauge.
A tapered reducer promotes smooth air flow along the length of run, minimizing turbulence and friction loss. Lower friction loss provides more volume at the exit point (your heater register or a/c outlet.) This puts more conditioned air into the room.
